Psychology Distance Learning: Licensure, Costs and Providers

Psychology is one of the most popular degree programmes. Through distance learning, you can complete it while working. But not every programme suits every goal.

A distance learning psychology degree is one of the most sought-after study programmes in the German-speaking world. Demand is high, places at on-campus universities are limited. Distance learning solves that: you study flexibly, alongside your job, and often without numerus clausus restrictions. Which is exactly why many people end up here looking for something the programme cannot deliver. One question in particular should be settled before you enrol: what you want to do afterwards.

The short answer first: you can study a bachelor's in psychology online and without Abitur at many distance universities. Almost none of these programmes lead to licensure as a psychotherapist, though. Below I set out which offers are described as licensure-compliant, what the routes cost and when a short course is enough, as of 15.09.2026.

Psychology or Business Psychology: The Difference That Decides Your Goal

Many people confuse the two subjects. The differences are significant:

  • Psychology (B.Sc./M.Sc.): A broad discipline covering clinical psychology, diagnostics, research methods and statistics. Only this route can lead onto the licensure path.
  • Business Psychology (B.Sc./M.Sc.): A combination of psychology and business administration. Focus on HR management, marketing and organisational behaviour. Licensure is not possible on this route.

Both degrees are academically equivalent; they simply open different doors. For careers in HR, management consulting or marketing, business psychology is often the better fit. Which jobs are open to you, I show on the page about psychology jobs without licensure.

What a Psychology Bachelor's Alone Allows, and What It Does Not

This is the most important point in the whole article, and one that many providers politely work around: a bachelor's in psychology does not entitle you to practise psychotherapy. It is an academic degree, not a professional licence. In Germany the title of psychotherapist is legally protected, and psychotherapeutic treatment may only be provided by those holding the corresponding state licence.

What the bachelor's does do: it is the first step on the licensure path, provided it covers the right content. And it qualifies you in its own right for roles in human resources, market research, prevention, health promotion and counselling, though without a therapeutic mandate.

Many people aim for coaching or counselling roles as an interim solution. That is possible, but it has a limit: coaching is not treatment. Anyone wanting to treat mental health conditions cannot avoid the regulated route.

The Route to Licensure After a Psychology Degree, Step by Step

In Germany this route was reorganised in 2020. Since then it runs in this order:

  1. A polyvalent bachelor's in psychology covering the content set out in the licensing regulations, usually 180 ECTS.
  2. A licensure-compliant master's specialising in clinical psychology and psychotherapy. Bachelor's and master's together comprise 300 ECTS.
  3. The state examination, after which the responsible state authority grants the licence.
  4. A subsequent specialist training over several years. Only that leads to the specialist status required to treat patients within the statutory health insurance system.

Three things about this are regularly underestimated. First, the type of institution: the Psychotherapist Act only allows this degree at universities or at institutions with equivalent status. That explains why most distance universities do not offer it at all. Second, the bottleneck at master's level: licensure-compliant master's places are scarce and often subject to admission restrictions, and in a distance format the supply is especially thin. A bachelor's with no follow-on place is an expensive detour. Third, who decides: whether a programme meets the professional requirements is determined neither by the university nor by accreditation alone, but by the body responsible for health under state law. Transitional rules now essentially only concern older cases where studies began before 01.09.2020. In addition, section 27(2a) of the Psychotherapist Act allows the federal states a narrowly limited exception for training in child and adolescent psychotherapy, but only for studies begun before 31.08.2026. Anyone starting today falls under the new law.

Good to Know

Ask the university two things in writing: whether the bachelor's is explicitly designated as suitable for the licensure path, and how many places it awards each year in the matching master's. Licensure-Compliant Psychology by Distance Learning: What Actually Exists

The honest answer: pure distance learning psychology that leads to licensure hardly exists at the moment. What does exist is blended learning with fixed on-site weeks, plus one planned programme at a public university. The private distance universities in the overview describe their psychology bachelor's degrees themselves as not licensure-compliant. The table shows what the universities state on their programme pages:

Europäische Fernhochschule Hamburg is part of my partner network. “Described as licensure-compliant” is the university's statement. The formal professional assessment is made by the responsible state authority, and licensure itself only follows after the master's and the state examination. Such information changes, so have the current status confirmed in writing before you enrol.

What this means for you: if psychotherapy is your firm goal, plan the master's before you start the bachelor's, and factor on-site weeks and practical components into your annual leave. If it is not, the non-compliant programmes are not a bad route, they simply lead somewhere else. Clinical Psychology by Distance Learning: What the Specialisation Gives You

Clinical psychology is available by distance learning as a specialisation or group of modules, but not as a shortcut to psychotherapy. PFH Göttingen offers a clinical psychology specialisation in its bachelor's and master's and points out itself that students who started after 01.09.2020 can no longer become psychotherapists this way. IU includes modules such as psychopathology and a project on clinical psychology interventions, and states that you can work in the clinical field in an advisory capacity but cannot treat patients as a psychotherapist.

A clinical specialisation gives you knowledge of mental disorders, diagnostics and intervention. That helps in prevention, rehabilitation, workplace health management or counselling. It does not allow you to provide treatment. What makes the difference is not the name of the specialisation but whether the entire bachelor's and the subsequent master's are licensure-compliant.

Anyone using the term “clinical psychology” in Austria means something different: there, clinical psychology is a separate, legally regulated training that only begins after a completed psychology degree. More on that further down in the section on Austria and Switzerland.

Adjacent subjects include social work and healthcare management. Both are sound routes with clear professional profiles, but neither replaces a psychology degree and neither leads into psychotherapy.

A Psychology Bachelor's by Distance Learning: Content, Duration, Practical Components

A Bachelor of Psychology via distance learning usually comprises 180 ECTS. Private distance universities often offer several time models, ranging from 36 to 72 months depending on the university, which is 6 to 12 semesters. At FernUniversität in Hagen, by contrast, the twelve-semester part-time option is no longer available to new students. The core content includes:

  • Foundational subjects: General psychology, developmental psychology, social psychology, biological psychology
  • Methods subjects: Statistics, research methods, diagnostics, test theory
  • Applied subjects: Clinical psychology, industrial and organisational psychology, educational psychology
  • Elective modules: Various specialisations depending on the university

Almost everywhere a practical component is part of it, and many underestimate it: IU requires a practical project of 300 hours, HFH a six-week internship after the fourth semester, Fachhochschule des Mittelstands a three-month practice module. If you work full-time, you need an arrangement with your employer or a job in which the internship can be credited.

At master's level, specialisations are added: clinical deepening, occupational psychology or health psychology. On the licensure path, practical components in professional settings come on top, and in distance learning these are the hardest part to organise. Clarify early whether the university arranges placements or whether you have to find them yourself.

Psychology is not a subject about feelings. Statistics and research methods make up a significant part of the programme. If you are comfortable with that, you are in the right place.

Studying Psychology Online: How Much Really Happens Online

You can study psychology online for the most part at many distance universities, but rarely without any on-site dates at all. The differences lie in the details. At AKAD all examinations take place online. At IU you choose between an online exam and a test centre, but the experimental research seminar runs partly as an on-site session in a computer lab. At HFH you sit exams on Saturdays at a regional study centre or online, at Europäische Fernhochschule Hamburg online or at a test centre.

On the licensure-compliant route the on-site share is much higher. Vinzenz Pallotti University schedules three on-site weeks per semester in the bachelor's and four in the master's. For its planned polyvalent bachelor's, FernUniversität in Hagen announces practical components delivered on site or in small online formats. Diagnostics and conducting conversations are simply hard to learn alone at a desk.

If you want to study psychology part-time alongside work, the weekly hours decide in the end. IU states around 20 to 40 hours of study per week depending on the time model, from 72 months part-time to 36 months full-time. Be honest with yourself: even 20 hours a week over six years demands consistency, especially in weeks with project pressure or a sick child. Planning study time around your job matters even more in psychology than in other subjects because of the statistics and the practical components.

What a Psychology Distance Degree Costs

The range is wide, and it is explained less by content than by support and by whether the route leads to licensure. The orders of magnitude, as of 15.09.2026, without promotional discounts:

On top come additional costs: academic literature, in-person sessions with travel and accommodation, at some universities an exam fee for the final qualification, and on the licensure path the practical components, which cost time and in part lost income.

Two things stand out in the table. First, the cheapest route is exactly the one that does not lead to licensure. Anyone who saves with the public bachelor's and later decides to become a therapist after all usually needs a new, licensure-compliant bachelor's, unless the responsible state authority certifies that the existing degree is equivalent. Second, the difference between public and private of roughly 10,000 to 17,000 euros is not a surcharge for the same product. You are paying for support density, exam scheduling, time models and pace. For working professionals, that is often what decides whether a degree is finished in four years or in eight. And the arithmetic works in the other direction too: if prior learning is recognised and saves you a year, a monthly fee of 250 euros means roughly 3,000 euros less. Psychology by Distance Learning Without Abitur or Numerus Clausus

Without Abitur a psychology distance degree is quite possible, but the licensure-compliant route is much narrower without a university entrance qualification. Private distance universities generally have no numerus clausus. Without Abitur you usually get in via a vocational qualification: IU names, for example, a master craftsman certificate or an advanced vocational qualification such as the IHK Fachwirt, AKAD a completed apprenticeship with work experience, SRH Fernhochschule a trial study period. HFH admits you without an entrance exam if you have an apprenticeship plus a recognised advanced vocational qualification such as master craftsman or Fachwirt. With an apprenticeship and at least two years of employment, the route there runs through guest student status with two entrance exams, which for the psychology bachelor's are General Psychology I and Biopsychology.

FernUniversität in Hagen also has no numerus clausus for its current bachelor's. It requires a general university entrance qualification or a subject-restricted one in psychology, sociology or economics; vocationally qualified applicants get in under certain conditions, via a trial study period or an entrance exam. The planned polyvalent bachelor's, by contrast, is to have restricted admission.

On the licensure-compliant route at Vinzenz Pallotti University there is no numerus clausus, but a university entrance qualification or comparable study entitlement is usually required. With a qualified Fachhochschulreife graded 2.5 or better, the route runs through an entrance exam. A Psychology Short Course or a Degree: What a Course Can Do

A psychology short course is a course with a certificate from the provider, not a degree. Two common examples in Germany are the “Grundwissen Psychologie” (psychology fundamentals) courses at ILS and SGD. Both take around 16 months, at roughly 6 hours per week at ILS and roughly 4 to 6 hours at SGD, are approved by Germany's State Central Office for Distance Learning (ZFU) and end with a certificate from the respective provider. SGD's course page carries the address “praktische Psychologie” (practical psychology), a term that is easily mistaken for a degree.

What a short course does: it teaches foundations of general, developmental, personality and social psychology. That makes sense if you want to test whether the subject holds your interest before committing to several years of study, or if you want to add psychological knowledge for training, HR work or coaching. What it does not do: it brings no academic degree, no ECTS credits for later credit transfer, no title of psychologist and no access to psychotherapy. Anything involving treatment requires state authorisation.

Recognition of a Psychology Distance Degree in Germany, Austria and Switzerland

When it comes to the recognition of a psychology distance degree, three levels are often mixed up. The first is the state recognition of the university and the accreditation of the programme: it makes your bachelor's a full academic degree. The second is whether you may call yourself a psychologist. The third is access to psychotherapy. An accredited bachelor's meets the first level but says nothing yet about the other two. How recognition of distance learning degrees works in general, I explain in a separate article.

Austria: The title of psychologist is legally protected there and requires a psychology degree of at least 300 ECTS, in other words bachelor's plus master's. Clinical psychology and health psychology are separate trainings that follow the degree, with theory, extensive practice and supervision. For the FernUniversität in Hagen degree, according to JKU, the responsible ministry has certified that 67 ECTS can be counted towards the requirements of the Psychologists Act. That meets key admission requirements for these trainings, which only begin after the master's degree. Whether your prerequisites are sufficient in your individual case is something to clarify before you start. Switzerland: The title is protected by the Psychology Professions Act. A bachelor's is not enough for postgraduate training in psychotherapy; it requires a master's in psychology with sufficient clinical psychology and psychopathology, and the training institutions decide on admission. A German distance degree is not recognised automatically there: the Federal Office of Public Health states that foreign psychology degrees must in every case be recognised by the Psychology Professions Commission. One distance option within the country is UniDistance Suisse, known in German as FernUni Schweiz, with a bachelor's and master's in psychology. You can take both in German, in French or bilingually, and they are designed for around 25 hours per week. If you plan to move between the German-speaking countries, settle recognition before enrolling, not after graduating.

Before You Enrol in Psychology Distance Learning: Four Questions for the University

Which careers are realistically open to you without licensure, and which title you may use there, I have set out on the page about psychology jobs without licensure.

To make sure your degree matches your goal, settle four points before enrolling:

  1. Is the programme explicitly designated as suitable for the licensure path? And does that appear in the module handbook, not only on the marketing page?
  2. Is there a matching master's, and how many places? Without a follow-on place, the bachelor's stops halfway.
  3. How are the practical components organised? Does the university arrange placements or do you search yourself?
  4. Does the schedule fit your job? A distance degree without numerus clausus is easier to get into, but not easier to complete.

Conclusion

A distance learning psychology programme is a strong option for professionals who want to engage scientifically with human behaviour. What matters is choosing the programme from your goal backwards: anyone aiming for psychotherapy needs the full chain of a licensure-compliant bachelor's, a licensure-compliant master's and the state examination, has to expect on-site weeks and considerably higher costs in a distance format, and should secure the master's place before starting the bachelor's. Anyone aiming for business, HR or prevention often gets there faster and more cheaply through a non-clinical psychology bachelor's, business psychology or an adjacent subject. Both are good routes; they are simply not the same one.

What is the difference between psychology and business psychology?

Psychology is the broad discipline with clinical psychology, diagnostics and research methods, and it can lead onto the licensure path. Business psychology combines psychology with business administration and targets HR, marketing and organisation. Licensure is not possible on that route. Both degrees are academically equivalent, but they open different doors.

Can I become a psychotherapist with a distance learning psychology degree?

Only with the right chain of programmes, and never with the bachelor's alone. Since the 2020 reform, the route in Germany runs through a polyvalent bachelor's, a licensure-compliant master's and a state examination. Only then is licensure granted. Check before enrolling whether your distance programme covers these requirements. Business psychology is not sufficient.

Which distance university offers licensure-compliant psychology?

In pure distance learning, hardly any at the moment. Vinzenz Pallotti University describes its bachelor's in psychology and its master's in clinical psychology and psychotherapy as licensure-compliant; both run as blended learning with on-site weeks. FernUniversität in Hagen plans a polyvalent bachelor's for the winter semester 2028/29, subject to accreditation and professional-law recognition; it does not plan a matching master's. Private distance universities such as IU, AKAD or HFH rule out licensure for their programmes themselves. Have the status confirmed in writing before you enrol.

Can I study clinical psychology by distance learning?

As a specialisation or group of modules, yes, several distance universities offer that. A clinical psychology specialisation does not make a bachelor's licensure-compliant, though, and it does not allow you to provide treatment. If you want to become a psychotherapist, you need a licensure-compliant bachelor's and master's. In Austria, clinical psychology is also a separate training that follows the degree.

How do I find out whether a distance programme is licensure-compliant?

Do not rely on the marketing. Check the module handbook for an explicit statement that it covers the content required by the licensing regulations, have the university confirm this in writing, and if in doubt ask the responsible state authority. Their assessment is what counts in the end, not what is said in a sales call.

What does a distance learning psychology degree cost?

A bachelor's costs around 2,000 to 2,500 euros at FernUniversität in Hagen and, depending on the time model, roughly 12,000 to 19,000 euros at private distance universities. Neither route leads to licensure. The licensure-compliant route in blended learning costs just under 50,000 euros for bachelor's and master's combined.
